Import restrictions for Montenegro 🇲🇪

General information

These rules are useful both for people carrying items across the border themselves and for those sending a parcel with a fellow traveller. The total value of goods in your baggage may not exceed EUR 300 when crossing the border by land, or EUR 430 when entering by sea or air. For persons under 15, the limit is EUR 150.

The value of a single indivisible item may not be "split", and the allowances of several people may not be combined. If the limits are exceeded, the baggage must be declared by filling out a form at the border crossing.

💰 Cash

You may bring in any amount of cash in any form, but amounts over EUR 10,000 must be declared. Request the declaration form from a customs officer when crossing the border.

Cash includes not only banknotes and coins, but also other means of payment: gold and silver bars, cheques, securities.

🚬 Tobacco and alcohol

Duty-free (persons aged 17 and over) — one tobacco option or a proportional combination:

• 200 cigarettes;
• 100 cigarillos;
• 50 cigars;
• 250 g of smoking tobacco.

The limits are not cumulative: for example, you can take 100 cigarettes and 25 cigars, but not 200 cigarettes and 250 g of tobacco at the same time.

For alcohol: 1 L of spirits (over 22%) or 2 L of low-alcohol drinks (up to 22%) — or a proportional combination; plus 4 L of still wine and 16 L of beer.

🍕 Food

You may import food duty-free in the following quantities:

• fresh vegetables and fruit — 3 kg;
• dried fruit, dried vegetables and mushrooms, green (unroasted) coffee, cocoa beans, spices, tea — 1 kg;
• soft drinks — 2 L;
• bottled water — 5 L;
• other food — 1 kg.

Meat, milk and their derivatives produced outside the EU may not be imported. The exception is baby food and pet food required for medical reasons: no more than 2 kg per person, in factory packaging, not requiring refrigeration.

💊 Medicines

You may import medicines needed for up to 6 months of use without declaring them or paying duty.

Medicines containing narcotic substances are imported with a prescription and a doctor's report (issued no earlier than 90 days before the trip), made out in the name of the person carrying the medicine; the quantity — no more than a 30-day supply.

🐶 Pets

Only dogs and cats may be imported duty-free — up to 5 animals. The animals must have veterinary passports and certificates with vaccination records, as well as a rabies antibody test result obtained no less than 3 months before the trip.

🌸 Plants

Plants may be transported in small quantities:

• 1 bouquet or wreath;
• 1 kg of bulbs and tubers;
• 3 house plants or ornamental shrubs.

❌ Prohibited without special permits:

• drones (prior written permission from the Ministry of Economy and the Civil Aviation Agency is required — otherwise confiscation);
• weapons and ammunition;
• drugs;
• products made from rare animals and plants;
• antiques and cultural property, etc.
