Import restrictions for Serbia 🇷🇸

General information
These rules are useful both for people carrying items across the border themselves and for those sending a parcel with a fellow traveller: they describe what may be imported into Serbia and in what quantities. Personal belongings for your own use are imported freely; goods above the limits, as well as high-value items, must be declared (the "red channel").
✅ Allowed with restrictions
💰 Cash
Foreign currency may be imported freely. Amounts under EUR 10,000 do not need to be declared — roubles, dollars and other currencies (converted), as well as dinars, are counted.
If you bring in EUR 10,000 or more, you must declare the amount to customs and fill out a form. Keep the stamped form: without it you will not be able to take the remaining amount over EUR 10,000 back out.
🚬 Tobacco and alcohol
Persons aged 17 and over may import duty-free:
- tobacco — one option or a proportional combination: 50 cigarettes, or 25 cigarillos (cigars up to 3 g), or 10 cigars, or 50 g of tobacco;
- 1 L of spirits or 1 L of sparkling/liqueur wine (or a combination) — plus an additional 1 L of other wine;
- 1 perfume (up to 50 ml) and 1 eau de toilette (up to 25 ml).
E-cigarettes, vapes, nicotine pouches and shisha flavourings are allowed in personal-use quantities. However, snus (oral tobacco) is prohibited in Serbia — bringing it in can lead to confiscation and a fine.
💻 Personal items
You may freely bring food, a phone, a laptop and other personal items as long as they are not intended for sale. Food must be transported in the manufacturer's original packaging, and the quantity may not be too large. Gadgets must be set up for personal use.
If you have many personal items or they are of high value, it is worth filling out a temporary import form.
🍕 Food
Animal products are limited: no more than 1 kg. Other food may be brought in reasonable quantities and in factory packaging.
💊 Medicines
Medicines for personal use (and for an accompanying pet) may be imported in the quantity needed for ordinary treatment, but no more than a 15-day supply — in this case no doctor's certificate is needed.
If a larger supply is required (more than 15 days, but not more than 6 months), or the medicine contains psychoactive substances, or the quantity exceeds 1 package (up to 30 doses), you will need a permit to import medicines for personal use from the relevant ministry.
Medical documents must be issued in the name of the person carrying the medicine.
🐶 Pets
Pets may be imported only if they are not intended for sale and travel with the owner. To avoid problems at customs, a number of conditions must be met:
- the animal is microchipped;
- the pet is vaccinated against rabies no later than 21 days before the trip if it is the first vaccination;
- the animal has a health certificate and a veterinary passport with a vaccination record.
A CITES permit is required to transport protected or endangered species.
🌸 Plants
Without a phytosanitary certificate you may import:
- up to 5 kg of fresh fruit and vegetables (excluding potato tubers);
- a single bouquet or wreath;
- up to 5 packets of seeds (no more than 100 g);
- up to 3 kg of flower bulbs or tubers;
- up to 3 house and potted plants (except bonsai);
- up to 10 balcony plants and ornamental shrubs.
If a plant is imported from a non-EU country, a phytosanitary certificate is required.
💎 Jewellery
Only personal jewellery may be carried duty-free. Investment gold and other precious metals must be declared.
❌ Prohibited without special permits:
- paintings and other works of art and cultural property (a permit from the Ministry of Culture may be required);
- weapons and ammunition (except hunting weapons — with a permit);
- dual-use drones.
