Import restrictions for Latvia 🇱🇻
Updated: July 2026
Customs rules can change. Before sending a parcel or travelling, check the current requirements on the customs authority's website. This material is for reference only and is not legal advice.
General information
These rules are useful both for people carrying items across the border themselves and for those sending a parcel with a fellow traveller. Goods may be carried duty-free if their value does not exceed EUR 300 when entering by land or EUR 430 when entering by air/sea. For minors, the limit is lower. Alcohol, tobacco and medicines bought outside Latvia are not included in these amounts.
✅ Allowed with restrictions
💰 Cash
You may bring in any amount, but amounts over EUR 10,000 must be declared. In addition to the cash declaration, a supplementary sheet is filled out. This includes not only banknotes and coins, but also any securities, cheques, etc.
🚬 Tobacco and alcohol
When entering by land or sea, you may import duty-free:
- up to 40 cigarettes;
- up to 20 cigarillos;
- up to 50 g of tobacco;
- up to 10 cigars.
When entering by air, the allowances are higher:
- up to 200 cigarettes;
- up to 100 cigarillos;
- up to 250 g of tobacco;
- up to 50 cigars.
Alcohol duty-free:
- up to 1 L of spirits (over 22%) or up to 2 L of low-alcohol drinks (up to 22%);
- up to 4 L of still wine;
- up to 16 L of beer.
🍕 Food
From non-EU countries, it is prohibited to import: meat and meat products; milk and dairy products; pet food containing meat or milk; potato.
Exceptions (no more than 2 kg) — baby food and pet food for medical reasons, as well as honey, eggs, live molluscs and royal jelly. Fresh fruit, vegetables and nuts — only with a phytosanitary certificate.
Fish weighing up to 20 kg may be imported without duties or certificates; caviar — up to 125 g. Up to 5 kg of fresh and 2 kg of dried or prepared products that do not contain meat and milk are allowed.
💊 Medicines
Medicines for personal use that do not contain narcotic or psychotropic substances are imported duty-free. For a larger amount, take a prescription issued in the name of the person carrying the medicine.
🐶 Pets
You may import up to 5 dogs, cats and ferrets per person. You will need a veterinary passport with rabies vaccination records; the animal must have a tattoo or electronic chip. For a pet from a third country not on the EU's list of rabies-controlled countries, a rabies antibody test is additionally required (it is not needed for the USA, Canada, Japan and a number of other countries — it depends on the country of departure).
🌸 Plants
Endangered plant species may not be imported into Latvia. Most types of plant products require a phytosanitary certificate.
❌ Prohibited without special permits:
- cultural property more than 50 years old;
- fur of wild animals;
- narcotic medicines and precursors;
- weapons and ammunition;
- pornographic material, etc.
