Import restrictions for Finland 🇫🇮

General information
These rules are useful both for people carrying items across the border themselves and for those sending a parcel with a fellow traveller. Finland is a member of the EU, so the rules are set by the EU: requirements are lighter for countries within the bloc and stricter for others. This page covers the rules for people who are not EU residents.
When entering from outside the EU, you may import goods worth up to EUR 430 (by air or sea) or up to EUR 300 (by car, bus or train) free of duties and taxes. Alcohol, tobacco and fuel are not included in this value — they have their own allowances. The value of a single item may not be "split", and the allowances of several people may not be combined.

💰 Cash
Cash over EUR 10,000 (or the equivalent in another currency) must be declared. The rule also covers cheques (including traveller's cheques), promissory notes and other financial instruments.
🚬 Tobacco
Duty-free (persons aged 18 and over, for personal use only) — one option or a proportional combination:
- 200 cigarettes;
- 100 cigarillos;
- 50 cigars;
- 250 g of tobacco.
🍷 Alcohol
Free of excise duties and taxes, you may import:
- beer — 16 litres;
- still wine — 4 litres;
- spirits (over 22%) — 1 litre, or drinks up to 22% (fortified, sparkling) — 2 litres.
Alcohol may be imported by persons aged 18 and over (spirits — 20 and over). When entering from outside the EEA other than by air, a restriction based on the length of the trip applies.
🍕 Food
The import of meat, meat products, milk and dairy products from non-EU countries is prohibited. The exception is baby food and products used for medical reasons, if the amount does not exceed 2 kg.
💊 Medicines
Medicines may be imported for personal use only. You will need a prescription or other evidence of necessity, issued in the name of the person carrying the medicine. Medicines classified as narcotics are subject to special restrictions.
🐶 Pets
To bring in a pet you will need:
- a valid pet passport;
- a microchip;
- rabies vaccination;
- a health certificate from an authorised veterinarian.

Important: for a pet from a third country not on the EU's list of rabies-controlled countries, a rabies antibody test is required (it is not needed for the USA, Canada, Japan and a number of other countries — it depends on the country of departure). In particular, since 16 September 2024, Russia and Belarus have been added to the list of countries for which this test is mandatory (Commission Regulation (EU) 2024/1130).
❌ Prohibited without special permits:
- counterfeit and pirated goods (replicas of protected clothing, footwear and watch brands) — they are considered illegal in Finland; when importing jewellery worth over EUR 10,000 be prepared to declare it;
- dangerous objects (brass knuckles, throwing stars, weapons disguised as other objects, electric batons);
- bear skins (the bear is a protected species);
- elk antlers and any hunting trophies;
- turtles and parrots (a CITES permit is required);
- items made from African elephant leather.
