Import restrictions for Belarus 🇧🇾

General information

These rules are useful both for people carrying items across the border themselves and for those sending a parcel with a fellow traveller. Belarus is a member of the EAEU, so its limits are largely the same as Russia's.

By air, you may import baggage worth up to EUR 10,000 and weighing up to 50 kg duty-free. For land border crossings, the limits are EUR 500 and 25 kg.

The limits do not apply to used personal belongings or to alcoholic beverages (which have their own allowance — see below). For amounts above the limit, a duty of 30% of the value of the excess portion is charged, but not less than EUR 4 per 1 kg of the excess weight.

If your baggage exceeds the limits, fill out a passenger customs declaration on paper or electronically.

💰 Cash

The amount of cash and traveller's cheques must not exceed the equivalent of USD 10,000 — larger amounts are entered on the customs declaration. This does not apply to funds in bank accounts.

For amounts over USD 100,000, you will need to prepare documents confirming the lawful origin of the funds.

🍷 Tobacco and alcohol

You may import no more than 3 litres of alcohol per person into Belarus duty-free — all alcoholic beverages are counted, from low-alcohol drinks to pure ethyl alcohol. The maximum permitted is 5 litres: for each litre between 3 and 5 L, a duty of EUR 10 per litre is charged. More than 5 litres may not be imported even with duty paid.

Tobacco and tobacco products — duty-free within the limit:

• up to 200 cigarettes;
• up to 50 cigars or cigarillos;
• up to 200 tobacco sticks;
• up to 250 g of tobacco;
• or an assortment weighing no more than 250 g in total.

🍕 Food

You may import up to 5 kg of animal products and up to 5 kg of plant products duty-free. The products must be ready to eat and in factory packaging.

Raw meat, seedlings and similar goods may not be imported without veterinary and phytosanitary certificates.

💊 Medicines

Medicines for personal use that do not contain narcotic or psychotropic substances are imported within the general limits for personal-use goods (without a separate permit).

Medicines containing narcotic or psychotropic substances must be declared; they may be imported only for personal use on medical grounds and with supporting medical documents — an extract from medical records or a copy of the prescription, certified with the doctor's original stamp and signature, stating the name, dosage and daily quantity. Customs does not accept electronic or uncertified prescriptions; the quantity is limited by law. Certain substances (for example, pseudoephedrine) are prohibited from import.

Important for senders: such medicines must be declared by the person who will take them. You may not carry medicines with narcotic or psychotropic substances on behalf of another person, even with someone else's prescription — a violation carries criminal liability.

🐶 Pets

You may bring no more than 2 dogs and cats. The animals must be vaccinated and have a veterinary passport with a record of a clinical examination carried out no earlier than 14 days before the trip.

🌸 Plants

To transport a seedling or a plant that is not ready to eat, a phytosanitary certificate is required.

❌ Prohibited without special permits:

• weapons and ammunition (a licence for some types can be obtained from the Ministry of Internal Affairs of Belarus);
• cultural property more than 50 years old;
• toxic, radioactive, explosive substances, etc.
